"I hope APEC leaders can also agree on some practical measures that complement such an aspirational goal." But he stressed any targets would be "aspirational" and assured developing nations, such as China and Indonesia, that the developed world was not trying to deprive them of opportunities for growth. He sees APEC as a crucial forerunner to a United Nations climate change meeting in Bali in December. "The key task in Sydney is to give political aspirational direction to the shape of a future framework for climate change that is truly global," Mr Howard said. However, Opposition Leader Kevin Rudd believes any targets need to be concrete to make them meaningful. "(There) must be an agreement on the need for concrete targets for global greenhouse gas emission reductions," Mr Rudd said.
